What Indiana itself funds

Eligible uses: "start-up costs, working capital, franchise fees, and acquisition of equipment, inventory, or services", plus business property improvements (excluding passive real estate investment). Published amounts: Loans between $5,000 and $1,000,000. IEDC purchases "up to 49% of an eligible loan" from an approved lender. Fund size $29 million; "All rates and loan terms are determined by the participating lenders and may be subject to change." Eligibility as published: Indiana small businesses with 500 or fewer employees (may not exceed 750); prioritizes historically underserved entrepreneurs. Lender side: "mission-oriented, non-traditional lenders" including CDFIs and local revolving funds.
SSBCI Venture Capital Investment (Elevate Ventures)Administered by Elevate Ventures, Indiana's nonprofit venture development partner, on behalf of the IEDC (SSBCI). Federal money behind these programs

Indiana was allocated $99.1 million under the federal State Small Business Credit Initiative, which is what funds most of the credit enhancements above. SSBCI money reaches businesses through participating lenders rather than from the state directly, so the application still goes through a bank or a CDFI.

What we could not confirm

Census: all three business counts carry the 2023 vintage on QuickFacts. SSBCI: Treasury's July 18, 2022 press release approved Indiana for $99.1 million; IEDC's own pages describe "up to $99M" for venture capital plus $29 million for the Legend Fund - the $29M Legend Fund allocation is a component of, not additional to, the state total, and IEDC's own site does not state a single total, so the Treasury figure is recorded. Granular loan rates and terms for the Legend Fund are not published by IEDC: "All rates and loan terms are determined by the participating lenders." No expired-but-still-linked programs were found on iedc.in.gov during this check. Cities: threshold 25,000 or greater; 39 municipalities, 2020 census counts, all from the Wikipedia "List of municipalities in Indiana" page (whose population column is labelled 2020 Census). Granger and other unincorporated census-designated places are excluded because the list covers incorporated municipalities only. Highland (23,727), Munster, Greenfield, Avon, Clarksville, Seymour, La Porte and Shelbyville fall below the threshold and are excluded.
